The ongoing changes in technology have transformed the way people generate, access, retrieve and communicate information. This includes the context of (higher) education – through the improvements in institutional repository (IR) technology and open access standards - where it has resulted in increased and improved scholarly communication and knowledge networking. Critical for the implementation and management of IRs are a certain set of policies, procedures, skills and technologies, that need to operate in concert; that is why the IR Toolkit is being developed. It aims to provide guidelines on how to start, implement and manage an IR, particularly in an academic institution environment.

The process of setting up and maintaining an IR can be devided into four key steps, as illustrated below. In this toolkit the management of the process is a separate aspect covering the four steps.
